How will the billions of dollars of leaded inventory left in the supply chain affect the environment and the electronics industry?
All leftover inventory cited to be put back into the end of life recycle chain, due to regulations and obsolescence, should be converted if we are to utilize the WEEE Initiative to it's full degree. It is E-Certa's position that it would be contradictive to allow these dead inventories to enter landfills or be dispersed into the air through refining methods before considering recycled conversion. This would allow the restricted substances to be disposed of properly and give the opportunity for reuse production saving valuable energy, resources, time and people that would otherwise be expended to
replace rather than reprocess and reuse what is already warehoused on shelves worldwide.
Which Substances are restricted?
There are maximum permitted levels of lead, mercury, cadmium, haxavalent and chromium in electronic and electrical equipment. The EU has recently announced an exemption for polybyphenyls (PBBs) and polybrominated diphenyl ethers (PBDEs).

When is the compliance deadline?
The requirements for RoHS directive come into force on July 1, 2006. Product put on the market after that date will be required to be compliant with all restrictions.

What happens if my product does not comply by July 1, 2006?
Failure to comply could result in the eventual withdrawal of your product from the market. An enforcement authority may ask to see evidence that a "producer" has used due diligence and taken reasonable steps to comply with the requirements of the RoHS Directive.

How can I determine if my product complies?
If material declarations or certificates of compliance for each compound of your product are not available from your suppliers, or if you have any doubts over the accuracy or completeness of that information, it is advisable to subject your product to a screening test, which will measure the concentration of restricted substances within it. Consider testing the parts in question with an independent laboratory, specifically one that is equipped with the necessary testing equipment and the analytical expertise to assess materials for RoHS compliance. Which test method is used to perform the analysis?
A variety of analytical techniques must be employed. Non-destructive methods will only examine the surface of the sample and may not detect substances below the top few microns. A destructive test allows materials buried below the surface layer to be investigated, confirming how many homogeneous materials are present in the sample. An example of this is a semiconductor that is made of many homogeneous materials, each of which should be considered individually.

The myth persists, in some circles, that all that is needed is to crush the whole product and have the residue analyzed, but the reality is very different.
