A 3rd party testing lab, such as E-Certa, gives more validity to RoHS documentation which is needed to fully comply with the RoHS directive's legal implications. If relying strictly on in-house testing alone, legal authorities could disregard compliance evidence based on a conflict of interest. This is why the RoHS /Enforcement Guidance Document/ found at www.rohs.gov.uk states that any OEM who uses a reliable outside laboratory may have the added 3rd party due diligence defense as allowed by the RoHS governing authorities.
